Quebec’s Business immigration programs are separate from the rest of the country, but still allow for immigration through employment, investment, and business.

Quebec’s Entrepreneur Program is designed for those seeking to establish or acquire a business in Quebec. Applicants must prove their level of education and training, English or French language skills, the number of stays in Québec, and show net assets of lawfully acquired funds, deposits, a business plan, and an overview of the business or services.
Quebec’s Self-Employed Worker Program is designed for those with their own idea ready to create their own job as a self-employed professional or tradesperson. Applicants must prove their professional experience in the field they plan to become a self-employed worker, along with their education and training, English or French language skills, the number of stays in Québec and must show proof of sufficient net assets of lawfully acquired funds.
Quebec’s Investor Program is designed for those ready to invest in Quebec’s economy and settle in the province. Applicants must prove management experience and show net assets of lawfully acquired funds. The Quebec Immigrant Investor Program reopened on Sept. 10th, 2018 for a limited time and will be accepting up to 1900 applications before suspending intake. Applicants must be allotted a Unit from a Registered Financial Intermediary. Preference is given to those with high scores in French language skills and no cap is in place for these applicants.
Applicants are required to have a minimum of $2,000,000 CAD in legally obtained funds, either alone or in combination with a spouse.
Applicants are required to have a minimum of 2 years of Business and/or Management Experience within the last 5 years prior to applying. Acceptable fields of endeavour include legal farming, commercial or industrial business, or other legal professional businesses that employ at least 2 full-time employees that are Canadian citizens or permanent residents, or an international agency or government department or agency. The experience required is professional and particular to the applicant’s field of endeavour and does not include experience gained through apprenticing or training.
The minimum investment required for this program is $1.200,000.00 CAD with the Province of Quebec for 5 years with no interest in return, or $390,235.00 CAD, through a Registered Financial Intermediary such as a broker or trust company.
Those applying under a businesspeople subclass must provide the results of a standardized language test from a sanctioned source to prove their language skills in English.
An applicant’s spouse can help their score if they are able to prove their English or French language skills as well. Spouses are asked to provide test results for their oral French.
